Lincoln issues a draft order for teh third district of the state of massachusetts by act of congress of mar 3, 1863, the first time in united states history that a military draft was enacted. On executive mansion letterhead in part i, abraham lincoln, president of the united states of america, and commander-in-chief of the army and navy thereof, having taken into consideration the number of volunteers and militia furnished by and from the several states, including hte state of massachusetts and the period of service of said volunteers and militia since the commencement of the recent rebellion, in order to equalize the numbers among the districts of the said states, and having considered and allowed for the number already furnished. And the time of their service aforesaid, do hereby assign three thousand and seventy-two as the first proportional part of the quota of troops to be furnished by the third district of the state of massachusetts, under this, the first call mdae by me on the state of massachusetts, under the act. Entitled 'an act for enrolling and calling out the national forces, and for other purposes, ' and, in pursuance of the act aforesaid, i order that a draft be made in the said third district of the state of massachusetts for the number of men herein assigned to said district, and fifty per cent in addition. By the end of 1862 and particluarly after the bloody battles of antietam and fredericksburg, it was apparent that the old system of acquiring troops through volunteers and the state militias were inadequate. The draft encompassed both citizens and aliens ages 20-35 and unmarried men up to 45. Overseen by army officers, lists were posted and advertised, the names transcribed onto cards where they were placed into revolving cylinders at district draft headquarters and drawn until the required numbers were secured.

The first was held in rhode island no jul 7, 1863. These drafts occasioned the famed draft riots of 1863, particularly in new york city which endured six bloody days of insurrection before federal troops were brought to restore order, though there were smaller riots elsewhere, boston being one of them on july 14, lasting through the night.
